PBB-Liga Arab Jalin Kerjasama Atasi Krisis Regional

Hiramedia : PBB dan Liga Arab perkuat kerjasama dalam upayamencari solusi multilateral mereka untuk tantangan “berjenjang” yang dihadapi dunia Arab. Hal itu disampaikan Sekretaris Jenderal PBB Antonio Guterres, Rabu (23/3/2022) dilansir arabnews.com
Kerja sama yang lebih kuat antara kedua organisasi tersebut sangat penting untuk peningkatan multilateralisme, tambahnya. Dia menunjukkan bahwa perang di Ukraina dan konsekuensinya yang mendalam di seluruh dunia telah menguatkan perlunya kerja sama tersebut karena banyak negara Arab ; termasuk Lebanon, Mesir, Libya, Somalia, Sudan, dan Yaman, mengimpor setidaknya setengah dari gandum yang mereka butuhkan dari Ukraina atau Rusia.
Sejak perang dimulai pada Februari. Pada 24 Januari, harga makanan dan bahan bakar melonjak karena pasokan terganggu, sehingga semakin berdampak terhadap masyarakat miskin dan menanam benih ketidakstabilan politik dan kerusuhan di seluruh dunia,” tambah Guterres.
Dia berbicara pada pertemuan tingkat menteri Dewan Keamanan PBB. Itu diselenggarakan oleh UEA untuk membahas cara-cara meningkatkan kemitraan dan memperkuat kerjasama kelembagaan antara PBB dan Liga Arab di bidang-bidang seperti : pencegahan, diplomasi, pemeliharaan perdamaian dan pembangunan perdamaian serta untuk mempromosikan peran perempuan dan pemuda dalam upaya memelihara perdamaian dan keamanan regional dan internasional.
Pertemuan tersebut dipimpin oleh Khalifa Shaheen Almarar, Mmenteri negara di Kementerian Luar Negeri dan Kerjasama Internasional UEA.
Guterres menyoroti aspek kerjasama yang ada antara PBB dan Liga Arab terkait konflik dan krisis di Timur Tengah. Dia menyambut “keterlibatan konstruktif” Liga Arab dalam upaya untuk menjaga persatuan dan stabilitas Libya yang “diperoleh dengan susah payah” sejak perjanjian gencatan senjata Oktober 2020.
Guterres juga mengatakan bahwa kedua organisasi tersebut tetap bersatu kuat dalam mendukung rakyat Suriah, “yang merasa ditinggalkan oleh dunia saat mereka memasuki tahun ke-11 perang yang telah menjadikan mereka sebagai sasaran pelanggaran hak asasi manusia dalam skala besar dan sistematis dan meninggalkan negara dalam reruntuhan.”
Dia menegaskan bahwa satu-satunya cara untuk memecahkan kebuntuan di Suriah dan meringankan penderitaan rakyat di sana terletak pada proses politik yang “kredibel” yang mencakup implementasi resolusi Dewan Keamanan PBB.
Beralih ke situasi di Lebanon, Guterres mengatakan PBB berterima kasih atas kerja Liga Arab dalam mendesak pihak berwenang di negara itu untuk mengatasi krisis di sana melalui proses yang mencakup reformasi yang berarti, pemilihan yang tepat waktu, keterlibatan konstruktif dengan Dana Moneter Internasional dan implementasi penuh dari resolusi Dewan Keamanan yang berlaku.
Dia juga menyambut baik peningkatan kerjasama strategis antara anggota pemerintah Irak dan Liga Arab, termasuk misi untuk mengamati dan memantau pemilihan parlemen Irak pada Oktober tahun lalu.
Penguatan kerja sama regional juga penting di Yaman, kata Guterres. Tanpa upaya untuk menyetujui gencatan senjata, meredakan ketegangan dan memajukan proses politik inklusif di negara itu, permusuhan yang tak henti-hentinya mengancam akan menyebabkan situasi kemanusiaan yang sudah mengerikan semakin memburuk dan meredupkan harapan perdamaian, tambahnya.
Sekjen PBB menyatakan kekecewaannya pada hasil dari acara janji baru-baru ini untuk Yaman, di mana kurang dari sepertiga dari dana yang dibutuhkan untuk mengatasi krisis kemanusiaan di negara itu diterima.
“Saya tidak bisa melebih-lebihkan parahnya penderitaan rakyat Yaman,” kata Guterres. “Saya memohon kemurahan hati anggota Liga Arab pada saat kritis ini.”
Selama pertemuan, Dewan Keamanan mengadopsi pernyataan presiden, yang dirancang oleh UEA, menyambut baik kerjasama erat antara PBB dan Liga Arab dan mengulangi niat untuk meningkatkan kerjasama mereka di sejumlah bidang, termasuk keselamatan dan keamanan maritim, kontraterorisme, rasa hormat. untuk hukum internasional, pengentasan kemiskinan, keamanan air, penggurunan dan pengelolaan kekeringan di kawasan Timur Tengah dan Afrika Utara.
