Mencari Solusi Konflik PBNU-PKB, Menghindari Muktamar Tandingan
Partai Kebangkitan Bangsa (PKB) telah menyelenggarakan Muktamar ke-6 tanggal 24-25 Agustus di Bali dan memilih Muhaimin Iskandar (Cak Imin) sebagai ketua Umum untuk kepengurusan periode 2024-2029. Tetapi, di luar Muktamar tersebut, muncul hembusan angin isu Muktamar ulang diinisiasi pihak yang mengatasnamakan fungsionaris DPD PKB dan didukung Tim Panel – Pengurus Besar Nahdlatul Ulama (PBNU) untuk melawan hasil Muktamar ke-6 PKB. Dengan demikian, perseteruan antar elite dua organisasi Nahdliyyin ini semakin memanas dan tampaknya menutup kemungkinan-kemungkinan untuk berdialog. Jika itu terjadi, maka persoalannya akan semakin kompleks karena fokus konfliknya bukan hanya persoalan kultural, tetapi juga bisa melebar ke persoalan juridical.
Kompleks dan Rumit
Dalam pernyataan dilansir media beberapa waktu lalu, Wakil Presiden RI, dan sebagai salah satu Kiai sepuh NU, K.H.Ma’ruf Amin bersedia untuk menjadi penengah (mediator) dalam konflik yang terjadi antara Pengurus Besar Nahdlatul Ulama (PBNU) dan Partai Kebangkitan Bangsa (PKB). “Kalau keinginan mereka itu untuk saya dimintai sebagai orang yang bagaimana meng-islahkan, mendamaikan dengan tulus dengan ikhlas, saya sangat bersedia (7/8/2024).Ternyata, upaya penyelesaian konflik yang sudah berbenih sejak lama itu tampak rumit. Mengapa?
Pertama : Elite kedua organisasi ini (PBNU-PKB) sama-sama mempertahankan privilegenya sebagai bagian dari Nahdlatul Ulama, tetapi spektrum kepentingannya berbeda. Area perjuangannya berada dalam wilayah yang sama (kemasalahan umat dan bangsa), hanya saja melalui pintu ‘’rumah’’ yang berbeda, sehingga masing-masing pihak merasa memiliki hak untuk menjaga kehormatan rumah mereka.
Kedua ; Substansi yang diurus masing-masing organisasi juga berbeda, dimana PKB secara praksis berurusan dengan soal politik-kebijakan publik, sedangkan PBNU berurusan dengan sosio kultural-keaagamaan non politik praktis. PBNU yang secara tegas kembali kepada khittah 1926 – non partisan partai politik-, sehingga dalam perseteruan ini, PBNU dianggap telah memasuki area private politik PKB.
Ketiga ; Antara Ketua Umum PKB, Muhaimin Iskandar dan Sekretaris Jenderal PBNU, Saifullah Yusuf (memiliki ikatan keluarga) merupakan bagian pemain dari percaturan politik PKB pada awal terjadinya konflik sejak tahun 2005. Artinya, benih-benih perseteruan tersebut sudah tertanam sejak lama, kemudian ditumbuhkan kembali pada saat keduanya berada dalam pucuk pimpinan organisasi NU : PKB dan PBNU. Pada Muktamar Ke-34 NU di Lampung 2021, Saifullah Yusuf (Gus Ipul) menjadi pendukung KH Yahya Cholil Staquf yang berkompetisi dengan KH Said Aqil Siroj. Sementara, Muhaimin Iskandar sebagai Ketua Umum PKB bersinergi dengan K.H.Said Aqil Siroj. Dari sinilah perang dingin mulai mencuat, apalagi Ketua PBNU Yahya Cholil Staquf berkomitmen untuk menjaga jarak dengan politik praktis dan tidak akan menjadikan NU alat politik PKB. Lalu, bagaimana solusinya? Siapa yang layak menjadi mediator rekonsiliasi dan bagaimana mekanismennya?
Rekonsiliasi, Musyawarah Keluarga
Dorongan sejumlah elite NU agar rekonsiliasi (Islah) menuju perdamaian sudah disuarakan. Sejumlah Kia sepuh dan elite NU, termasuk putri mendiang Presiden Abdurrahman Wahid, Yenny Wahid bertemu K.H.Ma’ruf Amin (19/8/2024) sebagai salah satu Kiai sepuh NU agar dapat mendamaikan elite dua organisasi NU tersebut.
Yenny Wahid, menilai PBNU dan PKB memiliki ruang gerak berbeda. PBNU Sebagai organisasi kemasyarakatan-keagamaan fokus pada persoalan kemaslahatan umat, sedangkan PKB organisasi partai politik yang fokus memperjuangkan kebijakan umat-publik melalui jalur politik.
Sikap bijaksana Yenny Wahid tentu diapresiasi, walaupun sebelumnya ia berada dalam lingkaran konflik dengan PKB Muhaimin Iskandar. Kali ini, Yenny Wahid tampak serius mendorong elite PBNU-PKB segera berkomunikasi dan bermusyawarah dalam rangka rekonsiliasi (Islah) karena melihat keresahan warga Nahdliyyin di akar rumput menyaksikan perseteruan antar elite NU. Ibarat obat, rekonsiliasi (Islah) sesungguhnya sangat mujarrab sebagai ramuan politik yang diharapkan dapat meningkatkan vitalitas dan memulihkan energi PKB sebagai partai kaum Nahdiyyin.
Sejak PBNU membentuk Pansus Tim 5 dalam rangka menyelesaikan perseteruannya dengan PKB, upaya Islah sepertinya jalan di tempat, bahkan semakin menutup ruang komunikasi-musyawarah mencapai mufakat. Ketua umum PKB, Muhaimin Iskandar dan Sekjennya, Hasanuddin Wahid tidak bersedia menghadiri undangan PBNU, karena bagi Muhaimin Iskandar, PBNU dan PKB merupakan entitas organisasi yang berbeda dan PKB bukan organisasi/badan otonom PBNU. Di sinilah diperlukan sosok Kiai/Nyai sepuh/khos dari pendiri NU (Dzurriyat Bani Hasyim Asy’ari) sebagai pengayom untuk menempatkan elite dua organisasi tersebut dalam posisi setara dan dalam komunikasi kekeluargaan, karena spektrum konfliknya bernuansa ‘’politik keluarga’’.

Belajar dari sejarah, tuntutan dualisme kepemimpinan yang pernah terjadi pada fase-fase pertama sejarah politik Islam, antara kaum Muhajirin dan kaum Anshor mengenai siapa yang berhak menjadi khalifah (setelah wafatnya Nabi Muhammad SAW), setidaknya menjadi eksprimen sejarah politik sangat berharga bagi para elite Nahdliyyin, baik di PBNU-PKB.
Perseteruan ‘’kubu Muhajirin dan kubu Anshor’’ telah melunturkan fanatisme sebagian kelompok, bahkan menimbulkan pembangkangan dari suku-suku lain yag tidak memiliki ikatan kekerabatan dengan Nabi Muhammad SAW. Mereka adalah kelompok patah arang yang tidak memiliki kemungkinan untuk memangku jabatan khalifah, sehingga sebagian dari mereka melakukan pembangkangan terhadap kepemimpinan Abu Bakar AS-Shiddiq. Maka, formulasi politik power sharing minna umara’ wa minkum wuzara’ seperti yang ditawarkan kaum Muhajirin kepada kaum Anshar, sangat relevan untuk dijadikan landasan penyatuan kembali elite-elite NU yang berseteru.
Jika hal itu benar-benar tercapai melalui mekanisme legal yang melegakan semua pihak, dimana elite dua entitas organisasi NU tersebut saling berkomunikasi dan bersinergi, stamina politik PKB untuk Pilkada 2024 dan Pemilu 2029 akan prima. Bahkan, bisa mengukir sejarah gemilang masa silam, terutama capaian pemilu 1999 dengan perolehan12,61 % suara nasional. PKB saat itu berada di urutan ke tiga setelah PDIP dan Golkar.
Muktamar PKB ke-6 sudah selesai. Saatnya semua warga dan elite NU bersatu untuk membesarkan PKB sebagai rumah politik Nahdliyyin, sehingga semua pihak menjadi pemenang. Muktamar tandingan hanya akan melahirkan Zero-Sumgame. Hasilnya, Win-Lose Solution, bukan Win-Win Solution. Wallahu A’lam.
